Reactivation of NORA Assessment Fee
The Energy Policy Act of 2005 (HR 6) passed by Congress on July 29, 2005 reauthorized the National Oilheat Research Alliance. Section 302 of the Act extends NORA for an additional 5 years. The NORA assessment fee of $.002 per gallon will be reactivated on September 1, 2005.


Prime Wholesaler Supplier States: Form NORA-782C
Prime Wholesaler Supplier must begin to assess the fee on deliveries of covered dyed distillates made into the below states made after August 30, 2005. The fee should be charged to all customers who are not on the exclusionary list or who are not exempt users. To be used by Prime and Prime 2 Wholesaler Suppliers of Oilheat who collect and remit assessment monies to NORA. Wholesaler in the following states:

Retailer Collection States: Form NORA-782B
Retailers must begin to assess the fee on sales of dyed distillates to commercial and residential space or hot water heating consumers after August 30, 2005. The fee is not due on sales of these fuels to non-oilheat users. To be used only by Oilheat marketers who sell and collect NORA assessment monies at retail in the following states:

Indiana

Oregon

Washington State
